"...For a model of how to educate impoverished inner-city students, few schools beat Tapestry. The 13-year-old charter school’s student population mirrors the city schools: three of every of four students poor enough to qualify for a free or reduced-price lunch, the majority starting high school with reading skills below grade level.
Yet Tapestry graduates 93 percent of its students on time, and 80 percent of graduates go on to college in the fall.
The secret to Tapestry’s success starts with the flexibility it has as a charter school, free from school system bureaucracy and many state and local regulations.
